乡村振兴背景下郴州乡土人才培养: 现实问题及其原因

乡村振兴,人才是关键。乡土人才具有一定的农业技术,且实践经验较丰富,是乡村振兴的领头羊。
但由于城镇化进程加快,乡村人口流失严重,加之乡土人才培养不够系统,缺乏长效机制,严重影响到乡村振
兴战略的实施。本文以湖南省乡村振兴示范点郴州市为代表,通过问卷调查以及实地走访的形式对郴州市乡土
人才培养的现状进行分析,并运用主成分分析法探究乡土人才培养现实问题的主要原因。结果表明:目前乡土
人才培养存在的现实问题主要是:大量青年后备人才未参与培训、高学历人才参训比例较低、培训宣传途径不
够可靠、培训时长较短且频次较低、培训方法较单一、培训形式以自我培训为主且不够丰富、培养政策针对性
不够以及培训考核不够深入;而产生这些问题的主要原因是:乡村对人才的吸引力不足、乡土人才管理者对培
养不够重视、忽视乡土人才的长期培养以及没有建立固定的乡土人才培养基金会。通过研究期望为乡土人才培
养制度的建立提供可靠依据,确保乡村经济高质量发展,乡村振兴早日实现。 |

Cultivation of Rural Talents in Chenzhou under the Background of Rural Revitalization: Practical Problems and Their Reasons

Talent is the key to rural revitalization. The rural talents with certain agricultural skills and rich practical experience are the leaders of rural revitalization. However, due to the accelerated urbanization process, the serious loss of rural population, coupled with the lack of systematic and a long-term training mechanism of rural talents, the implementation of the rural revitalization strategy has been seriously affected. Taking Chenzhou City, a demonstration site of rural revitalization in Hunan Province as the representative, this paper analyzes the current practical problems existing in the cultivation of rural talents in Chenzhou through questionnaire surveys and field visits. It also uses the principal component analysis method to explore the main reasons for the practical problems of rural talent training. The results of the research show that the main practical problems existing in the cultivation of rural talents mainly are a large number of reserve talents have not participated in the training, the proportion of highly educated talents participating in the training is low, the training and publicity channels are not reliable enough, the duration of training is shorter and the frequency of training is lower, the method of training is relatively simple, the form of training is mainly self-training and not rich enough, and the policy of training is not targeted enough and lack of in-depth training, and the main reasons for these problems are insufficient attraction of rural areas to talents, insufficient attention paid to cultivation by rural talents managers, neglect of long-term cultivation of rural talents, and failure to establish a fixed rural talents cultivation foundation.So that,it provides a reliable basis for the establishment of the rural talent training system, and ensure the high-quality development of the rural economy and the early realization of rural revitalization. |
